Wor...I know the sadness, the helplessness you feel. Working in rescue has exposed me to horrors I wish I didn't know about. Time and again I've called SPCA or the police. Their hands are as tied as mine. Out here, horses are just livestock so as long as there is food, water, and shelter ON THE PROPERTY (not necessarily anywhere near the horses), nothing can be done until an animal dies of neglect.
